Since I understand Police forces are shackled by innumerable pointless and arbitrary numerical targets and the bureaucratic apparatus to collect statistics to demonstrate that said targets are being met, I thought you might like this quote from an extremely distinguished statistician (he was the man who taught Japanese industry in the 50s and 60s how to make high quality goods):
